Two Horizon projects on citizen deliberation in the context of the European Green Deal
The European Green Deal, the EU’s ambitious roadmap to achieving climate neutrality by 2050, calls for bold action and inclusive collaboration. Two projects financed by the European Framework Horizon 2020, REAL DEAL and PHOENIX are leading the way in fostering citizen engagement and democratic innovation to support this transformative agenda.
While each project brings its unique focus and strengths, both projects aim to bring together their insights, tools, and methodologies through a joint repository. This repository would amplify the impact of both projects by offering a comprehensive collection of best practices, participatory tools, policy recommendations and innovative democratic methods tailored to advancing the European Green Deal. It would also foster cross-project learning and ensure that the collective knowledge generated by these initiatives remains accessible and actionable for years to come.

The rise of citizens’ voices for a Greener Europe
Citizen engagement is vital in the transition towards a climate-neutral society. The EU-funded PHOENIX project will develop a process to increase the transformative potential of democratic innovations to address particular areas of the European Green Deal. It will tailor and test enriched democratic innovations in 11 pilots in 7 countries at different administrative scales and within a wide range of socio-cultural and environmental contexts. The project will also support the mainstreaming, scalability and adaptability of the tested methodologies. Particular attention will be dedicated to the measures of the Just Transition Fund, considering that incentives and compensations are very concrete issues which can help maximise citizens' commitment to a climate-neutral society.
Reshaping citizens’ deliberation for the European Green Deal
REAL_DEAL (Reshaping European Advances towards green Leadership Through Deliberative Approaches and Learning) will reshape the active participation of citizens and stakeholders around the European Green Deal.
This trans-disciplinary project brings together researchers of deliberative democracy from a wide range of disciplines, including political science, law, sociology, and psychology. The researchers are collaborating with the EU´s largest civil society networks and NGOs to reach millions of citizens and thousands of policymakers. The project was co-developed and has participation of both CSOs and researchers in largely all of its activities. It is also co-coordinated between a research organisation (Research Institute for Sustainability, RIFS) and a CSO network (European Environmental Bureau, EEB).
In a co-creation process, REAL DEAL is currently developing, and will test and validate innovative tools and formats to propel deliberative democracy to the next level. It will test its innovations in deliberative processes for a green and just transition in around 13 countries. It will also examine pan-European formats ranging from digital deliberation processes to in-person formats such as an Assembly for a Gender-Just Green Deal and a pan-European Youth Climate Assembly.
